THE FIGURE OF THE CUSTOMS AGENT IN HISTORY

How and when was the Customs Agent in Mexico born? 100 years ago! According to an interesting research paper entitled "Venustiano Carranza Father of the Constitution of 1917" carried out by the Customs Agent of Piedras Negras Engineer Benito Martínez Guajardo and published in the "Customs" magazine in its 2007 edition, the historical head of The creation of the legal figure of customs agents is nothing less than Don Venustiano Carranza. Indeed, Martínez Guajardo affirms in his important work that “with the defeated convention army and peace restored, in September 1916 Carranza called for the creation of a Constituent Congress to start a single session on December 1 and present the draft of a new Constitution that contained inclusive social concepts. ”

 

He adds that “comprehensive reforms in education, agriculture, labor-management as well as natural resources monitored by the state, family relations and divorce were reflected in it; the free municipality and the creation of directly elected municipalities; It also included the autonomy of the judiciary institutionalizing the fundamental principles of the Mexican Revolution strengthened with the legal norms issued since 1857. This magna Carta was presented with all enthusiasm by Don Venustiano Carranza and with some modifications was approved by 209 Constituent Deputies who promulgated and signed in the city of Querétaro on February 5 the new Constitution of 1917. Once approved, Carranza issues calls for new elections.

Martínez Guajardo affirms that Carranza realized during his stay in the port of Veracruz - then the most important in the country in the area of ​​international trade - that according to the General Ordinance of Maritime and Border Customs of 1891, customs offices were managed in his majority by foreigners who did not have local addresses or had defined responsibilities.

 

Don Venustiano, as President of Mexico and based on the new Constitution, “establishes obligations and rights by regulating the function as State aids in the collection, taking care of the public health and security of the nation and decreeing the legal figure of the Customs Agent on February 15, 1918. ” In this way, the figure of the Customs Agent will be 100 years in office representing Mexican Foreign Trade.
